A Study on Environmental Law System in North Korea

This article will briefly touch environmental law system in South and
North Korea. It will then especially focus on environmental problems in
North Korea. Finally, it will address the need to compare both law systems.
The Republic of Korea is now entering the age of full-scale democratization.
Recently the relationship between South - and North Korea changed dramatically.
Korea will develop and implement various environmental policies and
legislations to realize environmental soundness, economic efficiency and social
balance and to open doors to an era of life-respecting and green nation.
Korea will engage actively in environmental cooperation in line with
the new international environmental order. In order to confirm Koreas
advanced environmental standing in Asia and consolidate a steppingstone
for domestic environmental industries and technologies to make inroads
into foreign markets, South Korea will establish the new strategy for the
preparation of the legal system for proper management of the environment
after Korean unification.
Environmental problems in North Korea will become more serious, and
the need for neighbouring nations to cooperate with one another in solving
common environmental problems in the region will become more important.
It will therefore become especially incumbent upon the South and North
Korea to jointly manage the environment of the Korean peninsula. South
and North Korea will work together with one another in the effort to preserve
the environment of the Korean Peninsula. Cooperation projects with North
Korea including joint surveys on ecosystems and designation and management of natural environmental preservation areas will be promoted.
A study on comparative legal systems and institutions between South
and North Korea will be carried out in order to systematically manage
environmental problems of the peninsula. South Korea should promote
cooperation projects with North Korea in the field of environmental law.
This paper concludes with a comparison which provides a framework
to ensure that legal and policy concerns with environmental problems.
